So many of the most costly and complex faults in digital video delivery systems show up as intermittent, transient faults that take days, and sometimes weeks to locate, chew up key engineering resources for extended periods, and often require close vender cooperation to ultimately correct. Customer satisfaction during these sessions can plummet and make the provider more vulnerable to competitive pressures.

The techniques described in this paper include how to capture and describe the "bad thing" so that equipment and content providers can more quickly provide corrective actions to resolve the faults. Included are techniques and metrics that can help service providers determine system health and find impairments before subscribers start reporting them.
